A building can be either the whole of a building or part of a building, where the part is designed or altered to be used separately. This evidence can be either visually confirmed by the assessor or by documentary evidence of specific works relating to the property being assessed. This means that if insulation has been added but there is no access for the energy assessor to inspect it nor documentary evidence that the work has been done, it cannot be included. In these cases the level of insulation is assumed from the age of the relevant part of the dwelling. This applies to roof insulation, floor insulation and wall insulation. An OCDEA is an authorised On Construction Domestic Energy Assessor (OCDEA) who can test and create a verified EPC for inclusion in Home Information Packs for new build, domestic properties. Since April 2008, this has been a requirement for all new build domestic dwellings and tells new homeowners how energy efficient their new property is. All new properties should take environment and energy performance into consideration when being built and upgraded. The Energy Act 2011 contains a number of provisions that affect owners of property; the most significant of these is MEES, which aims to improve the energy efficiency of the most energy inefficient properties. MEES also contributes to the UK legislative targets of reducing CO2 emissions for all buildings to around zero by 2050.

An EPC is a rating system that tells you how efficient your home or business premises is. The system rates the building from A (very efficient) to G (inefficient) and tells you whether a building may need additional updates to make it energy efficient, such as double glazing, additional insulation, etc. It’s important for potential buyers or renters to see this information, as a property with a low rating may require expensive renovations to bring its score up. Alternatively, they may be put off a property altogether if the energy running costs are going to be high. The introduction of the Energy Efficiency (Private Rented Property) (England and Wales) Regulations 2015 (SI 2015/962) (MEES Regulations) created a requirement that in certain circumstances properties in England and Wales can only be let if a minimum energy efficiency standard has been met. Most commercial EPC assessors can provide Level 3, 4 and 5 Commercial EPC’s for existing and new buildings. Each certificate shows the current and previous two years energy rating and carbon emissions for comparison purposes. An advisory report (AR) based on a site survey accompanies the first DEC, and then is renewed every seven years thereafter (every ten years for buildings of 1000 m2 or less). EPCs are valid for 10 years. They can be re-used multiple times during this period, even if they were originally done by a previous owner. Non-domestic EPC results may well differ slightly from a few years ago even although nothing in the building has changed. The current SBEM engine is version 4 and even since version 3.5 there have been changes made that will effect the way the calculation engine determines the EPC rating. Changes to the approved software method have reduced during 2013 2014 with the expectation that any further changes will be small so as to create a level platform for comparison. The regulations state that any property having a new lease granted, or an existing lease renewed, must achieve an EPC rating of E or above. From April 2023, the regulations will apply to ALL leases, whether up for renewal or current. Energy Performance Certificates (EPCs) are needed whenever a property is built, sold or rented. You must order an EPC for potential buyers and tenants before you market your property to sell or rent. In Scotland, you must display the EPC somewhere in the property eg in the meter cupboard or next to the boiler. Landlords should be looking for a commercial building with at lease the minimum EPC rating of at least E or above. Purchasing a property with a lower EPC rating than E could lead to difficulties in leasing the property out with the new UK Law is enforced in April 2023. If you are an existing landlord, leases should be reviewed to check whether works can be carried out to improve the EPC rating and whether the costs of improvement can be passed to the tenant. A solid understanding of mees makes any related process simple and hassle free.

An EPC rating is calculated on the performance of the building and its building services (such as heating, lighting, air conditioning), rather than the appliances within it. This is known as an asset rating - that is, how energy efficient the building has been designed and modified. SAP Calculations are a requirement of the Building Regulations in the UK and can be a challenging aspect to a new build, especially if you're new to such construction. Buildings are rated between 1 and 100; the higher the number the more energy efficient the property is and the lower the energy costs will be. All dwellings need to gain a ‘pass’ in order for them to be viable for sale. Failure to adhere to EPC requirements can lead to harsh financial penalties of £200 per breach imposed and up to £4,000 for landlords whose properties do not attain a minimum rating of E on their EPC. EPC requirements differ in each region depending on the type of building and depending on whether the building is constructed, renovated, sold or let. Also, different efficiency measurements are used with the full set of measurements and related thresholds mostly only applying to new construction projects. When a Non-Domestic Energy Assessor (NDEA) inspects a property, they look at the energy efficiency of different aspects of the building in relation to how they affect the entire building’s energy efficiency rating. They look at the size of the property, the age, type and the materials used to build it along with the lighting, ventilation, wall and loft insulation, windows and heating/air conditioning system. The inspection allows them to make recommendations in each of these areas to improve the building’s rating. There are many options available when it comes to commercial epc in today’s market.

The Energy Efficiency Of A Property

How can you save energy in your building? Since 9th January 2013, all advertisements for selling or renting property must clearly show energy rating of the building. If this is not complied with, it can lead to fines upto £200 Unlike EPC calculations, a SAP assessment results in a pass or fail and its accuracy is generally not questioned. In addition if the building is serviced by air-conditioning units (above 12kWs), they have to have inspection certificates in place – and reviewed every 5 years. Generally, properties built after 2012 have an average EPC rating of B, according to the Office of National Statistics. Those built since 1983 score an average of C, but those built before 1900 have an average rating of E. And houses tend to have lower EPC scores than flats. If a Commercial building is modified to have more or fewer parts than it originally had and the modification includes the provision or extension of fixed services for heating, air conditioning or mechanical ventilation (i.e. those services that condition the indoor climate for the benefits of the occupants) then an EPC will be required. When the modifications are physically complete, it is the responsibility of the person carrying out the modification works to give an EPC and recommendation report to the building owner and to notify building control that this has been done. Building control will not issue a certificate of completion until they are satisfied this has been done.
